
From Tragedy to Accountability: A Family’s Pursuit of Justice in PEI’s First Police Act Hearing

In January 2023, the Charlottetown Police Service (“CPS”) responded to a call involving a mental health crisis experienced by Tyler MacArthur. In a moment that called for care, attention, and urgency, critical steps were not taken. Despite Laura MacArthur’s clear explanations of her husband’s condition, CPS officers did not take notes, did not formally interview witnesses, and declined to transport Tyler to hospital.
In the early hours of January 17, 2023, Tyler tragically died by suicide at Province House in Charlottetown.
In the wake of this devastating loss, Laura MacArthur has sought answers and accountability. She filed a complaint with CPS alleging misconduct in the form of neglect of duty. That complaint has moved through investigation and review by the Police Commissioner’s Office, culminating in a formal hearing to determine whether those entrusted to protect and serve failed in that responsibility.
On March 30, 2026, Falconers LLP will stand with Laura MacArthur at the final appearance in these proceedings in Charlottetown. Final oral submissions will be made before Adjudicator Wayne Cheverie at the Sir Louis Henry Davies Law Courts.
This hearing marks the first of its kind under Prince Edward Island’s Police Act. For Laura, it represents more than a legal milestone, it is a deeply personal pursuit of accountability, and a call for meaningful change in how mental health crises are met by those in positions of authority.
