Special Interlocutor Kimberly Murray Releases Indigenous-led Reparations Framework to Find Missing and Disappeared Indigenous Children

On Tuesday October 29, Kimberly Murray, the Independent Special Interlocutor for Missing Children and Unmarked Graves and Burial Sites associated with Indian Residential Schools (“Special Interlocutor Murray”) released her Final Report titled “Upholding Sacred Obligations – Reparations for Missing and Disappeared Indigenous Children and Unmarked Burials in Canada” in Gatineau, Quebec. This report spans two volumes and also includes the Special Interlocutor’s historical report – Sites of Truth, Sites of Conscience (released in July 2024).

The Special Interlocutor’s Final Report lists 42 obligations that governments, churches, and other institutions must meet to fulfill the Indigenous-led Reparations Framework identified in her Final Report. These obligations include seeing amendments made to the Criminal Code, the adoption of international laws relating to the rights of Indigenous peoples, and the requirement for proper, Indigenous-led and trauma-informed investigations dedicated to find the missing and disappeared children who never returned home. The Special Interlocutor’s Final Report puts pressure on Canada and the federal government to take accountability for the decisions made by the state in respect of Indian Residential Schools and the murdered, missing, and disappeared Indigenous children that stem from these horrific sites.

Special Interlocutor Murray spoke on Tuesday of courage and the strength of Survivors, Elders, and community members who shared their stories, experiences, and the truth of what occurred at Indian Residential Schools.
